In theory yes, but then you'd be voiding your policy by lying about the main driver. Unfortunately this would also void the policy so we wouldn't advise it.
It's unfortunate that everyone gets tarred with the same brush but statistically, young male drivers are more likely to have a serious crash requiring a large payout. This is why you're paying more than your brother.
There are a number of things we recommend:
1) Get a pass plus certficate. Some insurers will offer substantial discounts for these series of lessons.
2) Although it may not help immediately, get your own policy. The sooner you start building up your no claims bonus, the sooner your premiums will come down.
3) Opt for a higher excess. If you really want to bring down your policy ask about taking a voluntary excess, the more you pay towards the cost of a claim the lower your policy will be.
4) Get some security fitted to your car. If you've got a high risk car most insurers will insist that you have a security device fitted. An alarm/immobiliser can cost as little as £100.
